didn't know anything about this site, I live in a rural upland and feel severely disadvantaged to be on the wrong side of the digital divide.

There are a lot of us in North Lancs who can't get a broadband connection, and even more of us who can only get a poor one. I don't believe the proposed USO of 'up to 2 meg' will make a happorth of difference to us, because BT will just say we can get mobile or satellite, and actually we can't do that either, cos the mobile is as crap as the adsl, and several properties can't do satellite either cos it is too expensive or because of southern hills.
Lord Carter has to realise how wide the digital divide is getting, and do something to help us, it is critical to level the playing field and help the rural communities to flourish in the same way the towns and cities will once the fibre it lit. BT have announced fibre to 29 exchanges today, but none anywhere near us.

Hopefully the final Digital Britain report will respond to criticisms that the interim report did not go far enough in its recommendations.
BT's pilot scheme of 29 exchanges does at least include 2 rural exchanges - hopefully it will provide strong evidence that fibre can be successfully rolled out to all rural exchanges.
