you can't define rural can you
For our work we use an official definition of rural that was developed by the Countryside Agency, Department for Food and Rural Affairs (Defra), Office for the Deputy Prime Minister, the Office for National Statistics and the National Assembly of Wales in 2004.
Our publication 'Defining Rural England' introduces the definition, describes how it was created, and the identifies some of the benefits of using it.
Looking at this simply the leaflet says settlements over 1000 are urban and so aren't settlements up to 1000 rural? Looking at it practically perhaps there is a grey line between urban and rural and the effects of policy on a settlement of 950 will be very different to the effects on a settlement of 5 and so the effects need to be considered proportionately. Maybe it isn't a science but a case of common sense.
You're right that there is a great difference between a settlement of 950 and one of 5. To try and allow for this the definition uses further classification based on size and sparseness, such as town and fringe, village and hamlet.You can find out in more detail about the definition and classifications on the National Statistics website: www.statistics.gov.uk/geography/nrudp.asp
