We've offered to help <a href="http://www.hefce.ac.uk/">HEFCE</a> &amp; <a href="http://www.dius.gov.uk/">DIUS</a> to rural proof the assessment process for the proposed new centres.</p>]]>

			<![CDATA[<p>Our response to <a href="http://www.communities.gov.uk/">CLG</a>'s consultation <a href="http://www.communities.gov.uk/publications/citiesandregions/transformingplaces">&lsquo;Transforming Places; Changing Lives: A Framework for Regeneration&rsquo;</a>.</p><br /><p>The government&rsquo;s <a href="http://www.hm-treasury.gov.uk/3753.htm">Review of Sub-National Economic Development and Regeneration (SNR)</a> published in July 2007 recommended that a more consistent framework for regeneration be developed. <a href="http://www.communities.gov.uk/publications/citiesandregions/transformingplaces">&lsquo;Transforming Places; Changing Lives: A Framework for Regeneration&rsquo;</a> is <a href="http://www.communities.gov.uk/">CLG</a>&rsquo;s&rsquo;s proposal for such a framework.</p><br /><p>We have significant concerns over the emphasis in the framework on areas of concentrated deprivation and believe that the importance of and opportunity for regeneration outside these areas should be recognised. </p><br /><p>We recommend a number of changes to the proposed outcomes and indicators in order to encourage greater devolution of responsibility for regeneration.</p><br /><p>  These changes would remove the requirement that regeneration is restricted to tackling areas of concentrated deprivation and would allow local government to decide what combination of area and placed based policies and initiatives would be most appropriate within and across their areas.</p>]]>
